- Tshwane Deputy Mayor Eugene Modise has denied corruption and tender irregularity allegations, calling them politically motivated.
- While he claims a forensic investigation cleared him, findings indicate he may have continued to benefit financially from a company linked to the tender.
- The matter is now before Council, as political pressure mounts on Mayor Nasiphi Moya to take action.
Deputy Mayor in the City of Tshwane, Eugene Modise, says the corruption allegations levelled against him are politically motivated as South Africa nears local elections.
At a media briefing in the capital city on Thursday, 26 March 2026, Modise claimed that a forensic investigation cleared him of any wrongdoing.
Earlier this week, the Madlanga Commission heard how two different bid evaluation committees recommended that a tender awarded to a company linked to Modise be cancelled due to irregularities.
The tender for the guarding of critical municipal infrastructure was eventually awarded to 22 companies, including one linked to Modise.
However, Modise said he resigned from the company after becoming a councillor in Tshwane.
Furthermore, he said he is fully cooperating with all investigations looking into the allegations levelled against him.

Meanwhile, a forensic investigation found that Modise failed to provide any sale agreement for the company.
It further found that he continued to benefit financially from it, as it rented office space in a building he owns.
At the same time, Tshwane Mayor Nasiphi Moya said an independent forensic investigation into a company linked to her deputy, Modise, has been formally tabled before Council, where it is currently under consideration.
She has denied allegations that she is scared to take action against Modise. This comes after the DA claimed that Moya has no intention to champion a clean administration.
“While Moya was quick to suspend Tshwane’s MMC for Corporate Services, Kholofelo Morudi, she continues to make excuses as to why Modise continues to preside in the City’s critical finance portfolio,” said the DA’s Jacqui Uys.
