SA’s digital ID plan could put your ID, birth certificate on your smartphone

South Africans could soon store key identity documents on their smartphones under a proposed new digital system.

Home Affairs Minister Leon Schreiber has gazetted draft regulations for a Digital Identity system, opening them for public comment until 6 June 2026.

The proposal would allow citizens to access digital versions of their ID, birth certificate, marriage certificate and other documents directly on their devices.

It would also introduce remote identity verification using biometrics, allowing users to confirm their identity without being physically present.

Importantly, the system would be optional, with physical documents such as Smart ID cards continuing to exist alongside the digital version.

How the digital ID system will work

The draft regulations aim to formally recognise digital identity credentials as a valid form of identification, without replacing existing documents.

They also set standards for enrolment, biometric data capture and identity verification, while laying the groundwork for integration across government and private sector services.

This could enable a wider rollout of digital government services, allowing users to interact with departments online.

The regulations also include tighter controls on how identity data is shared.

Access would be strictly regulated under laws such as the Identification Act, PAIA, and POPIA, with the aim of strengthening privacy protections.

In addition, the system would reinforce the population register as the central source of identity information.

Public invited to comment on regulations

Schreiber said the system forms part of a broader push to modernise government services.

“The draft regulations propose the creation of a world-class Digital Identity system…to deliver Home Affairs @ home,” he said.

He added that the system could help combat crime while improving service delivery.

“This system can greatly enhance our ability to combat identity theft, financial crimes, corruption and illegal immigration.”

Government is already working with partners, including the Presidency, to align the system with wider digital transformation plans.

“Technical work is well underway,” Schreiber said, adding that the goal is to bring services “right onto your smart device.”

Members of the public and stakeholders are invited to submit written comments before the 6 June deadline, after which the regulations may be finalised.
