MANILA, Philippines – Passengers can still expect higher airfares in early May after the Civil Aeronautics Board (CAB) set a Level 18 fuel surcharge for May 1 to 15, only slightly lower than the near-maximum rate imposed in late April. The new level follows Level 19, which was in effect from April 16 to 30.
