Moalboal drowning: Taiwanese snorkeler had no guide —Police

A Taiwanese national involved in a drowning incident while snorkeling off Panagsama Beach in Moalboal, Cebu had reportedly not availed herself of the services of a snorkeling guide before entering the water.
