TAGBILARAN CITY — The Tagbilaran City government has rolled out its “Libreng Sakay” program, which provides free transportation to commuters, helping them cope with the rising costs brought by the fuel crisis. Six buses have been deployed across various routes. They offer free rides to residents from Monday to Saturday during peak hours: 6 a.m.
